Public service announcements, or PSAs as they’re often called, are most common on television and radio due to the Federal Communication Commission’s requirement of stations to run a minimum amount of programming and information for the community. Public service announcements are often used to help the public become aware of social issues, or to help promote the ideas and agendas of non-profit organizations. They may also be used to promote an upcoming event sponsored by a particular organization

The earliest public service announcements (in the form of moving pictures) were made before and during the Second World War years in both the UK and the US. In the UK, amateur actor Richard Massingham set up Public Relationship Films Ltd in 1938 as a specialist agency for producing short educational films for the public. After the war, PSAs were used to educate the public on a broader range of important issues. In the UK, they were produced for the Central Office of Information (COI), and again by private contractors, which were usually small film companies, such as Richard Taylor Cartoons.

A public service announcement (PSA) is a message in the public interest disseminated without charge, with the objective of raising awareness of, and changing public attitudes and behavior towards, a social issue.

Public Service Advertising. Published on September 15, 2003. Ad agencies, working with non-profit organizations, create public service advertisements, also known as public service announcements or PSAs, designed to persuade consumers to engage in behaviors that actively promote healthy behaviors or good citizenship. One of the earliest examples of nongovernmental public service advertising was sponsored in 1906 by an organization known as the American Civic Association. Its members were concerned citizens who feared that electric companies would divert water from Niagara Falls. The committee had a Division of Pictorial Publicity led by the artist Charles Dana Gibson. Mr. Gibson called on the talents of top illustrators of the day, including James Montgomery Flagg (creator of the historic "Uncle Sam Needs You" poster).

The earliest public service announcements were made before and during the Second World War years in both the UK and the US. They were supplied to broadcasters free of charge for them to use whenever they wished.
